Private issue silver bar from Vietnam

The inscription is "Made in Fong Tien Province". Fong Tien Province means Manchurain Province where is in the northeast China. Allow me to say this, but I am afraid that this piece should be a fantasy. Chinese didn't cast their sycee in the name of a province, but lots of fatasies did that. Besides, that kind of rectangular silver bar was not adpoted by anywhere in China.
